Medicaid’s qualifying activities are written at §1902(xx)(2). Read in order, they describe a path rather than a test: someone enters through community service, moves into a work program or half-time education, and eventually satisfies the requirement through earnings instead of hours.
- (B)Community service — At a public or nonprofit organization. 80 hours a month. Where most people enter.
- (C)Work program — Job training or workforce development. Where a structured skills track would sit.
- (D)Education, half-time — No hour count required at all.
- (E)Any combination — Explicitly permitted, totalling 80 hours.
- (F)Earnings instead of hours — $580 a month clears it. Pay stubs alone suffice. The way out.
Volunteer service that builds a real skill is not a workaround. It is rung (B) leading to rung (F), and the difference between make-work and a credential is whether anyone designed the middle.
Why this reaches schools
When a parent loses SNAP, their child typically loses direct certification for free school meals. If enough families at one school lose it, that school can fall below the 25 percent threshold for the Community Eligibility Provision — and then every student there loses free meals, not only the families who lost benefits.
That is the SNAP channel. On the mainland a second channel runs through Medicaid, but it does not operate here: Hawaiʻi is one of seven states that does not use Medicaid data to directly certify students for school meals. In Hawaiʻi the exposure is SNAP alone, which is the framing to use in any conversation about school impact.
